@EugeneMcParland the difference might be building material. They were able to reuse so much because the prewar city was built with bricks. But in the 1970s - perhaps even 1960s - most of construction was from reinforced concrete. This is much more difficult to reuse. But a reconstruction offers a new way to reimagine a city. Especially, since Ukrainian cities bear the heavy imprint of the Russian Empire and the Soviet Era.
