I don't understand. It's not sticking straight out and it's not pointing across the runway. Is it broken?

Windsock showing light wind blowing along the runway, instead of angrily pointing straight across the runway saying "land in this, ye little jumped-up bollix ye, I dare ye", as is far more normal on an Irish runway that is at 1 foot above sea level and approximately 100 metres from the shoreline.
