Well not that shocked I suppose. Appalled. Appalled is the word I'm looking for. Ostensibly it's supposed to get and to pay up but the 'we have to give them your services and its going to suck for you' message is so uneccesarily inflammatory from a mayor of a sanctuary city. Look at the police budget!
