Carl Heath<p><strong>Reflections on digital resilience in the Arctic, SeminIlisimatusarfik, University of Greenland</strong></p><p>As I step out of Nuuk Airport into the crisp March air, the landscape stretches before me in shades of white and blue. The contrast between the pristine Arctic environment and the purpose of my visit—discussing digital vulnerabilities, infrastructure, and resilience—feels particularly poignant. The fragility of both natural and technological ecosystems in this remote region creates a complex interplay that makes Arctic digital resilience a uniquely challenging field of study.</p><p><strong>Setting the Scene – The University of Greenland</strong></p><p>The University of Greenland (Ilisimatusarfik) hosted our research seminar on March 25, 2025, <a href="https://dig-in.dk/digitalarctic-english" rel="nofollow noopener noreferrer" target="_blank">as part of a broader conference</a> on digital infrastructure in the Arctic region. With its modern architecture nestled among snow-covered hills, the university provided a fitting backdrop for discussions about the intersection of technology and geography in one of the world’s most remote regions.</p><p>The research seminar brought together an eclectic group of researchers from across the Nordic region and beyond—specialists in cybersecurity, telecommunications, digital sovereignty, and infrastructure resilience. What united this diverse group was our shared interest in understanding how digital technologies both empower and challenge Arctic communities.</p><p><strong>Digital Resilience in the Face of Hybrid Threats</strong></p><p>My own presentation focused on digital resilience in the context of hybrid threats—specifically how artificial intelligence is reshaping the landscape of cybersecurity and disinformation. Drawing from my work at the RISE – Research Institutes of Sweden and our collaborations with the Agency for Psychological Defence, as well as partners in Ukraine, I shared insights on how easily new technologies can be leveraged to create societal disruption. </p><p>What became clear through several of the presentations, as well as our discussions, is that resilience isn’t merely a technical concept but encompasses the entire socio-technical system; the technologies themselves, the people who use them, and the organizations that maintain or are a part of them. This whole-of-society approach is particularly relevant in Arctic regions, where physical isolation often necessitates robust digital connections to the wider world. During my talk, I demonstrated how AI can be both a tool for strengthening resilience through enhanced work practices, as well as a vector for new vulnerabilities through AI-enabled disinformation, deepfakes, automated cyber attacks, malign counterfeit humans and a host of other issues. The dual-use nature of these technologies creates particular challenges for smaller communities with limited specialized expertise.</p><p>One point that resonated strongly with the audience was how smaller language areas, like Greenlandic, Faroese, or for that matter even Swedish—face unique vulnerabilities to AI manipulation. With fewer native speakers and less digital content, these languages can more easily be influenced through targeted generation of online content, potentially distorting search results and public discourse.</p><p><strong>The Small State Perspective</strong></p><p>Bárður Clementsen from the Faroe Islands presented a fascinating perspective on how geographic challenges can be transformed into strategic advantages. His examination of the Faroe Islands as a case study highlighted how micro-states navigate the development of digital infrastructure despite significant constraints. Clementsen articulated what he called “the Arctic digital paradox”: the very conditions that make digital services crucial for resilience and autonomy in remote northern regions, such as geographic isolation, harsh conditions and small populations, also make them difficult to sustain locally. This creates a tension between the need for digital sovereignty and the practical limitations of scale. What struck me most was his observation that public IT projects in small states aren’t merely about immediate financial efficiency. They represent long-term strategic investments in resilience and control. When the Faroe Islands chose to develop their own electronic ID system rather than adopt Denmark’s, they were making a calculated “pain tolerance” decision that prioritized sovereignty over short-term cost efficiency.</p><p><strong>The Politics of Infrastructure</strong></p><p>Marko Ala-Fossi from Tampere University provided a historical perspective on Finland’s communications network policy, highlighting how a pragmatic, ad hoc approach had been historically influenced by corporate interests, particularly Nokia. His examination of how these policies evolved revealed the complex interplay between national interests, corporate influence, and geopolitical considerations. The Finnish case study demonstrated how seemingly technical decisions about spectrum allocation or network ownership can have profound implications for digital sovereignty and resilience. As Ala-Fossi noted, Finland’s decision not to auction spectrum for mobile networks (influenced by Nokia) had long-lasting effects on their digital infrastructure development. What this underscored for me was how digital infrastructure decisions are never purely technical, they are deeply political, often reflecting power dynamics both within countries and between them. In the Arctic context, these dynamics become even more pronounced as strategic interests in the region intensify.</p><p><strong>Enduring Breakdowns – Beyond the Hero Narrative</strong></p><p>Perhaps the most thought-provoking presentation came from Laura Kocksch and Mette Simonsen from Aalborg University, who challenged conventional narratives about infrastructure breakdowns. Their ethnographic approach revealed how the reality of breakdowns often differs dramatically from media portrayals. Rather than dramatic crisis moments requiring heroic intervention, most breakdowns are characterized by waiting, tedium, and even boredom. Their field notes from the CrowdStrike incident at Schiphol Airport painted a picture not of frantic activity but of airport workers idly browsing their phones while passengers waited in queues.</p><p>Similarly, their observations in Kranach, North Greenland, where technicians spent three weeks watching Danish television while waiting for repairs to a satellite station, highlighted how maintenance work is often invisible, tedious, and sometimes imbued with shame. This perspective shifts our understanding of resilience from dramatic incident response to the everyday practices of maintenance and adaptation. It suggests that resilience isn’t just about how quickly systems recover from disruption but about how communities endure and adapt through periods of technological uncertainty.</p><p><strong>Crisis Planning in Micro-Societies</strong></p><p>Rógvi Olavson’s exploration of crisis planning and management in micro-societies provided yet another fascinating angle. His central question—what is the value of planning when facing unpredictable events and increasing complexity?—challenges conventional wisdom about crisis preparedness. Olavson contrasted Finland’s comprehensive planning tradition with the Faroe Islands’ more improvised, adaptable approach during COVID-19. What emerged was not a simple dichotomy between planning and not planning, but rather different approaches to flexibility and rigidity. The “Land of Maybe” culture of the Faroe Islands, shaped by centuries of adapting to unstable weather conditions, created a problem-solving mentality that proved surprisingly effective during the pandemic. Personal connections between institutional leaders enabled rapid collaboration that might not have been possible in larger, more bureaucratic systems.</p><p><strong>The Colonial Context of Digital Infrastructure</strong></p><p>A theme that ran throughout many discussions was the colonial context of digital infrastructure in Greenland. As Mette Simonsen noted, many technical institutions were founded as part of Denmark’s modernization efforts in Greenland, creating dependencies and assumptions that continue to shape digital development. The export of devices and systems from Denmark to Greenland, such as MitID authentication and e-Box, highlighted how security and usability assumptions don’t necessarily transfer well between contexts. The example of a government worker traveling 14 days across East Greenland to help just five or six employees register for MitID, only to discover many lacked the required identification documents, illustrated the mismatch between standardized systems and local realities. This colonial legacy creates what researchers termed “infrastructure tensions”; contradictory demands placed on digital infrastructures to be both resilient and adaptable, centralized and locally responsive. In Greenland, these tensions are not just technical challenges but sites of political and cultural negotiation.</p><p><strong>Reflecting on Digital Resilience in the Arctic</strong></p><p>As our day of presentations and discussions concluded, several key insights emerged that will shape my thinking about digital resilience in the Arctic going forward.</p><ol><li><strong>Scale matters differently in the Arctic context.</strong> The economic logic that governs most IT infrastructure development—built around economies of scale—fundamentally breaks down in sparsely populated Arctic regions. This necessitates different approaches to sovereignty, resilience, and infrastructure development.</li><li><strong>Cultural factors are central to resilience.</strong> The social cohesion, trust networks, and problem-solving cultures that develop in remote communities are as important to resilience as technical systems—perhaps more so. As Olavson noted, sometimes the ability to improvise through personal connections proves more valuable than formal plans.</li><li><strong>Center-periphery dynamics operate at multiple levels.</strong> The tensions between centralized systems and local needs appear not just between countries (like Denmark and Greenland) but within them. Systems designed in Nuuk may face resistance in other Greenlandic regions, just as Copenhagen-designed systems encounter challenges in Greenland.</li><li><strong>Everyday maintenance deserves more attention.</strong> The ethnographic perspective on breakdowns revealed the importance of “non-heroic” maintenance work—the waiting, adapting, and enduring that keeps systems functioning despite limitations and disruptions.</li><li><strong>Sovereignty requires more than independence.</strong> True digital sovereignty isn’t just about avoiding dependence on specific countries or companies; it requires developing local expertise, infrastructure, and appropriate governance models. This is particularly challenging—but perhaps most necessary—for small Arctic communities.</li></ol><p><strong>Looking Forward</strong></p><p>As I continue my journey in Nuuk, I again shift my focus towards the landscape that comes into focus. The fjords, mountains, and scattered buildings that make up this remote Arctic capital. The physical environment here has always demanded resilience from its inhabitants, long before digital technologies arrived. What’s striking is how the challenges of the digital realm mirror those of the physical. Isolation, harsh conditions, limited resources, and the need for both self-sufficiency and connection. The research seminar and broader conference have highlighted both vulnerabilities and opportunities. Arctic communities face unique challenges in developing robust digital infrastructure, but they also bring valuable perspectives on adaptability, community resilience, and pragmatic problem-solving that larger societies might learn from.</p><p>As digital technologies continue to transform Arctic societies, finding approaches that respect local contexts, knowledge, and needs will be essential. The journey toward digital resilience in the Arctic isn’t just about implementing better technologies or more comprehensive security measures. It’s about developing systems that reinforce the adaptability and resourcefulness that have always characterized life in the far north. In this sense, digital resilience isn’t a destination but an ongoing process of negotiation between global standards and local realities, between technical systems and human communities, between the urgent present and the uncertain future. It’s a process that demands not just technical expertise but cultural understanding, historical awareness, and political wisdom.</p><p>As I reflect on the seminar today at the University of Greenland, I’m left with more questions than answers. But they’re better, more nuanced questions than those I arrived with. Perhaps that’s just the kind of outcome I need now in my further reflections on resilience.
