LA Times: California
Elderly, disabled were left stranded during L.A. fires as evacuation plans broke down (paywall)

"...What followed was a frantic DIY rescue effort. City and county officials had no such registry, so DCRC and other groups improvised, calling Ubers and Lyfts, even autonomous vehicles, to pick them up. ..

After reporting from The Times revealed that west Altadena did not get official evacuation alerts until nearly nine hours after the Eaton fire started, L.A. County delays in alerting and evacuating vulnerable residents are now the subject of multiple investigations. They have also raised questions of whether officials could have done more to help those in need.

#Wildfires, including the #EatonFire & #PalisadesFire, have significant repercussions on #marine #ecosystems. The ash & debris from these fires can enter waterways & eventually the #ocean, altering nutrient levels & fostering conditions favorable to the growth of harmful #AlgalBlooms. The #toxic byproducts from these fires can exacerbate #OceanWarming, further promoting the frequency of these toxic blooms. This can lead to increased production of #DomoicAcid.

#DomoicAcid is a potent neurotoxin produced by certain phytoplankton species, which are significant contributors to harmful #AlgalBlooms. These toxins accumulate in the tissues of #MarineMammals & other #wildlife consuming contaminated prey. Recent changes in #ocean conditions,…intensified by #environmental factors such as the #EatonFire & #PalisadesFire, have accelerated the proliferation of these harmful algal blooms.

Topanga Canyon Boulevard (SR-27) remains closed to the public for safety reasons between Pacific Coast Highway and Grand View as extensive cleanup and repairs continue. The closure is to protect the public from serious injuries and fatalities.

Caltrans is prepared to open the road as soon as it is safe to do so in coordination with the California Highway Patrol, utilities and local public agencies.

Caltrans expects to open one lane to school buses during designated times with an escort this week and is working on a plan with its partners to also allow essential business travel during this timeframe.

CALTRANS: Pacific Coast Highway to be Closed to Residents in Burn Scar Areas Due to Safety Threats From Incoming Storm

altrans, in consultation with the Los Angeles County Department of Public Works, local agencies and law enforcement, will be closing a segment of Pacific Coast Highway/State Route 1 to residents and businesses in burn scar areas due to safety concerns from the incoming storm beginning Wednesday, March 12 at noon. Only emergency vehicles will be allowed through the closure. Residents with homes in the burn scar area should consider alternate routes in the afternoon hours or consider teleworking if possible.

The forecasted thunderstorms and rain of up to an inch per hour could result in heavy downpours that can cause debris basins to overflow, especially on Wednesday evening.
