I have no idea. Time was always a weird concept to me and this sort of thing doesn't help.

@Homebrewandhacking Link doesn't work for me, but yes March was the start of the year, hence the months Quintilis (renamed for Julius Caesar), Sextilis (renamed for Augustus), September, October, November, December, for 5th, 6th, 7th, 8th, 9th, & 10th months of the year.
And February was "clean up time", to get ready at the end of winter for the new year starting.
