Tip for those trying to be sure if a server has blocked Threads or not - on Mastodon, put this post url into the search bar - https://mastodon.social/@zuck@threads.net/113606873420374308
If the server gets nothing, very likely Threads is blocked. If a post shows up, it definitely is not.
The Fedipact list at https://fedidb.org/current-events/anti-meta-fedi-pact is a list of people who signed a particular pledge.

Generally though, things are granular in the sense that Fedipact represents a subset of the servers blocking Threads.
While all these servers are run by people for whom Threads is not good enough to federate, Fedipact is more explicitly "fuck those fuckers who run Facebook at every turn" - which I personally agree with.
