If the server gets nothing, very likely Threads is blocked. If a post shows up, it definitely is not.

Generally though, things are granular in the sense that Fedipact represents a subset of the servers blocking Threads.
While all these servers are run by people for whom Threads is not good enough to federate, Fedipact is more explicitly "fuck those fuckers who run Facebook at every turn" - which I personally agree with.
