On Tusky app on mobile, I see mute instance, but not block instance.
I think "mute instance" is just another name for block instance.
Users can't block an instance totally, a user's instance blocking is sort of midway between a mute and a block.
That's part of the reason why it's important that admins do instance-level blocks of bad instances, as they really can fully block them.

I used to use Tusky but find Moshidon the better app for my needs on Android. It also includes the ability to block a server.

Some of those tasks might be easier on a computer than on a phone. On my phone, I can only permanently mute a person, but on my computers, I can choose how long to mute them for.

You can use the website on a phone as well, it works just like using it on a computer.
