Es zielt darauf ab, bestimmte Bevölkerungsgruppen von einer gleichberechtigten gesellschaftlichen Teilhabe auszuschließen, sie einer nicht verfassungskonformen Ungleichbehandlung auszusetzen und ihnen damit einen rechtlich abgewerteten Status zuzuweisen.
