But the #PERM system also takes a toll on its supposed beneficiaries, the temporary #employees seeking permanent residency. Even after their PERM applications are approved, they must typically wait >10yrs before getting a #GreenCard, a long wait even by the standards of the US #immigration system. In the interim,it can be hard for them to leave their sponsoring employers, exposing them to overwork at jobs that often pay less than what their American counterparts receive.

These columns of ads…not really looking for applicants underscore the challenges facing US #TechWorkers & the striking disparities in the current #immigration landscape. As restaurants, meatpackers & countless other businesses now risk having workers targeted by #ICE, #tech employers have…escaped #Trump admin scrutiny for use of #ForeignLabor. Among companies sponsoring many #H1B employees for #GreenCards …are ones aligned w/ #Trump, such as #Oracle, #Palantir & #Musk’s #Tesla.

This makes for a highly ironic juxtaposition: pages of print ads paid for by #tech #employers, many of them the same Silicon Valley giants that have helped eviscerate newspaper classifieds & drive down print newspaper circulation to the point that it can be hard even to find a place to buy a paper in many communities.

It’s no surprise that the efforts at this point can be less than sincere.

This is where the [endless & deceptive] newspaper ads come in. Under US Dept of #Labor rules dating back to the era before the worldwide web, employers must post the #job for which #PERM certification is being sought for 30 days with a state workforce agency & in 2 successive Sunday newspapers in the job’s location.

…As a result of choices made by legislators 35yrs ago, the effort to find a #citizen is not expected at the front end, when employers are considering #hiring #workers from abroad. At that point, employers simply enter the lottery for #H1Bs, & if they get one, they can use it.

Only once a company has employed someone for 5 or 6 yrs & become *committed* to *helping* that person stay in the US permanently must the company show that it is trying to find someone else.

There is even less attention given to what happens w/these foreign #workers — ¾ of whom are…from #India —when many decide they want to stay beyond the 6yr max allowed for an #H1B recipient (a 3yr term can be renewed 1X). To qualify for a #GreenCard, workers must get their employers to sponsor them via the Permanent #Labor Cert process, aka #PERM. And to do that, employers must demonstrate that they made a sincere effort to find someone else—a #UScitizen or permanent resident….

It is a process that nearly everyone involved admits is nonsensical, highly vulnerable to abuse, as well as a contributor to inequities among domestic & foreign #tech #workers.

Yet the system has endured for decades, largely out of public view. There is occasional debate over the ~120k workers from overseas who are awarded #H1B #visas every year for temporary high-skilled employment.

The #Tech Recruitment Ruse That Has Avoided #Trump’s Crackdown on #Immigration

“This ad is for a PERM filing,”she said. “A filing for a green card.”

To anybody familiar w/the #PERM system, those words meant the ad was not really intended to find applicants.…One of the most overlooked yet consequential corners of the US immigration system: the process by which employers sponsor #TechWorkers w/temporary #H1B #visas as a first step to getting them the #GreenCard….

The season of utility disasters has opened in #Russia

Residents of the city of #Berezniki (135 thousand people) in the #Perm region found themselves forced to live for almost a week without electricity and water supply. The emergency occurred on November 2: due to snowfall, power lines in a hard-to-reach place were broken (almost 10 km were damaged), including those supplying the water intake.

Employees of the #Perm_Powder Plant in #Russia are forced to work without days off for the sake of helping #Iran.

The workers recorded a video message to Governor #Makhonin. In it, they say that their management forces employees to work without days off and to stay after their shifts for four more hours on weekdays without paying for overtime.

The plant in #Perm produces, among other things, rocket propellant.

@pixelgraphix Interessant. Jetzt müsste man Stadt und Land, Nord und Süd vergleichen. Die Hörnchenforschung ist leider sehr hinten dran. #ohrpinselvergleich
